Jelinda F. Boles, BSCE

President, Founder & Chief Executive Officer

Ms. Boles’ background is solidified by extensive construction and inspection project experience on numerous assignments over the last 25 years. For 10 years she worked directly for the contractor as field engineer / QA-QC manager, working under the contractor’s project and office engineer personnel in either the casting yard or on the project site.

Over the last 15 years she has provided quality control, construction, engineering, and inspection services throughout Florida, including documentation and material sampling and testing of bridge and roadway construction activities such as asphalt and concrete placement. As principal in charge of JBS, Ms. Boles now provides training, support, and oversight to inspection personnel, and is the prime contact for maintaining relationships with FDOT Districts, counties, and other owners’ representatives.

 

Allan P. Stegkamper, P.E.

Vice President

Allan Stegkamper, P.E. has 18 years of combined hands-on experience in CEI, beginning as a CEI inspector. He previously served as Project Engineer for FDOT Turnpike on Sections 4A and 4B of the Polk Parkway, resolving project issues and administering changes through supplemental agreements and work orders.

Allan has over 25 years of experience providing bridge and roadway inspection for FDOT, Turnpike Enterprise, expressway authorities, and municipalities, including dynamic field measurement on high-strain impact hammer driven piling using the pile driving analyzer. He has managed claim analysis assignments and currently provides senior bridge inspection duties for the I-4 / SR 408 Interchange in downtown Orlando.
