JBS Engineering Technical Services, Inc. was founded on August 1, 1999 with a commitment to provide service to clients in Construction Engineering and Inspection. Our team’s growth and success is built on the achievements of our people and their commitment to doing the job right.
Team Members
Jelinda F. Boles, BSCE
President, Founder & Chief Executive Officer
Ms. Boles’ background is solidified by extensive construction and inspection project experience on numerous assignments over the last 25 years. For 10 years she worked directly for the contractor as field engineer / QA-QC manager. Over the last 15 years she has provided quality control, construction, engineering, and inspection services throughout Florida. As principal in charge of JBS, she now provides training, support, and oversight to inspection personnel and is the prime contact for FDOT Districts, counties, and other owners’ representatives.
Allan P. Stegkamper, P.E.
Vice President
Allan Stegkamper, P.E. has 18 years of combined hands-on CEI experience, beginning as a CEI inspector and serving as Project Engineer for FDOT Turnpike on the Polk Parkway. With over 25 years of bridge and roadway inspection experience for FDOT, Turnpike Enterprise, and expressway authorities, he currently provides senior bridge inspection for the I-4 / SR 408 Interchange in downtown Orlando.
Marilynn Schmuki
Senior Project Engineer
Marilynn brings senior-level project engineering oversight to JBS’s roadway and bridge construction inspection programs across Florida.
Robert (Bob) Weimer
Project Administrator
Bob manages project administration for JBS, coordinating documentation and contract support across our active construction inspection programs.
